Function of signs can be recognized by their color and shape. In poor weather conditions, the shape of a sign is its first identifiable characteristic.
Also color can be recognized long before you are able to read the message or see the symbol with some information.
Use your high-beam headlights whenever possible in open country or dark city streets, as long as it is not illegal. Do not blind other drivers with your high-beam headlights. Light from the high beams reflects off such precipitation and causes glare.
